Former US ambassador to UN: “US policy with regards to Azerbaijan does need to be modified”
“The US should be prepared to provide support and pay a significant attention to Azerbaijan”
Isabel Levine
Washington: John Bolton, former US ambassador to the United Nations and a possible presidential candidate, called for the US government to pay more attention to Azerbaijan and, especially, its conflict with Armenia, APA’s Washington DC correspondent reports.
“Our policy with regards to Azerbaijan does need to be modified. Obviously, this is complicated by the conflict with Armenia, but besides that, precisely, given Azerbaijan’s access to Caspian Sea oil and natural gas assets, the importance of the Baku-Tbilisi-Ceyhan pipeline route, and its geographical location, I think this is a place where this frozen conflict needs more US attention”, Mr. Bolton told the House Foreign Affairs Committee answering questioning by Congressman Michael McCaul (R-TX).
Mr. Bolton also mentioned that the US should be prepared to provide support and pay significant attention to Azerbaijan because Russia wants to regain its influence in the region. “We know there are a lot of things going on in the world, but this is in the space of the former Soviet Union and the most important significance it has.
"I think we mustn’t forget what the Russian Prime-Minister Vladimir Putin said when he still was president – that the collapse of the Soviet Union was one of the most [important] geopolitical catastrophes in the 20th century. Another thing is that it was a very good ending to the 20th century, which is of course, not Mr. Putin’s opinion, but with all these conflicts and also with Russia’s attack on Georgia in 2008 we see that Russia wants to regain its influence in the region, and therefore we must pay significant attention to Azerbaijan,” Bolton said.
In his speech at the testimony, Mr. Bolton sharply criticized the Obama administration’s handling of the Middle East. Bolton focused on Iran and Syria, laying out steps the United States should take to prevent the two governments from acquiring nuclear weapons. He also had strong words for current US policy toward Israel.

SOMETHING IS VERY FOUL HERE.
You have me beaten and think I am just going to sit back and take it up the ass!
This guy is a CIA old cold war bigwig and a neocon, and he worked for Bush Sr., but now he is a democrat?? Get real! THE SAME GOES FOR TWO US AMBASSADOR, GEORGIA and AZERBAIJAN!
McFaul reminds readers that not all Russians agreed with the changes initiated under Gorbachev. "Russia, its society and elites were divided about what they wanted post-Communism, and it's easy to forget that a good half of the population and a good half of the elites didn't want this revolution," McFaul says.
In fact, it's entirely possible that the revolution might never have happened, he explains, emphasizing the importance of contingency in politics. The August 1991 coup attempt by the military "was a lot closer to succeeding than we thought," for instance. If things had gone the other way, Russia would not have become democratic.
Some argue that it still is not that Russia hasn't made the kind of progress needed to join international clubs such as NATO or the European Union. McFaul understands this point and in some ways agrees. Yet all revolutions take time, he says. He points to a very American case-in-point: Ten years after the beginning of the American War of Independence, the United States still had no constitution.
Even now, McFaul says, he has his share of KGB types keeping tabs on him. That's not unusual, according to Blacker. "Intelligence is about other things than black ops, skullduggery and turning agents. It's about gathering information," Blacker says. "They would know that Mike was deeply knowledgeable about things going on inside the country, so they'd be eager to talk to him."
But they must find it hard to keep up with someone who has divided his time between Russia, Washington, D.C., and Stanford. After three years as a senior associate at a Washington-based think tank, the Carnegie Endowment for International Peace where he set up a Moscow office that now employs 35 Russian scholars and policy analysts McFaul is now back in the swing of things on the Farm (Virginia Farm). His upcoming course on revolutions is bound to be filled not only with topics of the day he's planning to include a unit on Afghanistan but with examples from McFaul's own experience as a fellow-traveler in this new Russian revolution.

"Michael McFaul as Russia advisor, now Bolton as South Caucasus advisor? This is getting better and better..."
And on top of that Azerbiajan and Armenian bleeding each other lately. Bolton wants to attack Iran and let us not forget about the shady histories of Ambassadors to Georgia and Azerbaijan, John Bass and Matthew Bryza, KRB and Turkish Delight.

As water swirls – so goes the political intrigue of the Georgian business climate. Take for instance a massive hydro station project that has been on hold for years; it is now being renewed under what some may consider as mysterious and less than transparent circumstances. This article, however, is but the tip of an iceberg of the shadow economy and money laundering operations in Georgia.
Based on these promises, the Georgian government awarded the investors the rights to build Khudoni with a price tag of 800 million USD. There was no tender, no bidding competition or any such similar arrangement. One would have thought that they would have done one this for show, for the sake of transparency and accountability, especially in the reform minded government that came into power in the post 2003 Rose Revolution period.
In short, the Georgian public, as well as parliamentarians, are in the dark as to who all are behind the biggest hydropower project currently in their country, and even within the Energy ministry little is known about it. There seems to have been a kind of lull after the rights to build the dam were awarded in 2007. The energy ministry had the impression that the group had abandoned its promises for some time. As of now, construction work may start in 2011 and take four to five years to complete. The dam will be 201 m tall, consisting of 170 m tall concrete arches, and lays about two thousand meters above sea level. The generators will be able to deliver 700 MW output, which is fairly large in an international context, and per year estimated to produce 1.5 billion kWh of energy.

Merani Development Project: money laundering in Georgia???
42 Rustaveli, I just spoke to these people; things are becoming very corrupt in Georgia, especially after the 26th of May. Those in the shadows are planning to bring down, discredit the current government of Georgia, this is part of a much larger plan, hatched up with Russian intelligence. It is clearly stated, an excape clause in the document from the Banki of Georgia, which is considered a election fund bank, providing support to the relection of the ruling party, dated July 7, 2010 that "this document does not represent an obligation of Bank of Georgia to finance any project."
I am digging into this now: NB -
"There is a man who needs your helps to conduct investigation. this man says that government wants to deprive his property specifically house which is on Rustaveli avenue there is a link u can see . Today he has court procedures about this but he does not expects a good results for him from court .

This appears NOT to be an isolated case.
I will explain you in short, but it is long story. The problem is that the government with the help of municipality office and property register office is trying to take away our own property, which is located on Rustaveli ave, the destroying process of the building has been already started . I am sending you a link http://www.maestro.ge/?address=uc&id=22966&page=5 (if its not opened you can find it on www.maestro.ge 22.06.2011 on news at 15:00 .
I want to admit that we invited TV journalists many times, we asked them all almost the opposition parties, albeit in vain; they can not help us, the lawyers are trying not to be involved in this case. You know Rustaveli avenue is a very prestigious place in Tbilisi. On our living place has been started a building project, despite of that a private company is destroying our apartments. Falsification process of the documents involved governmental officials. We have all the documents which prove that we are the the actual owners of the property.
Please help us to conduct journalist investigation about this issue, we really have no hope of anyone but you. Today we will go to court with property register department but it is clear for us what will be the result of this court proceeding.
Background why pushing now-to-get-money-and-run:
There are benefits to be riding with the fox and running with the hounds. The more effort the MIA puts into the cover up the more people will lose trust in the government, and that mistrust and anger will continue to be directed at the leadership as usual. Those who speak out and talk about such things only gain credibility as a naturally occurring result.
The May 26 alledged "coup" attempt was not a one off event with no follow up stage; it created a situation whereby the government is now damned no matter what course of action it takes in reacting in the post crackdown scenario. This is part of a long term strategy at regime destabilization involving a wide range of stakeholders with the aim of facilitating the launch and debut of a new political party to take the lead in running a more effective "managed democracy". The on going creation of a police state and other problems such as failed integration into European structures will be blamed on the old leadership.
It is all about game theory, and real strategists think not in 4 or 5 year terms, but over a longer term, and those in power work only work at maintaining the established system for now and staying out of jail.
This is part of something really big, latest scandal.
New investigation, Iranian weapons money, Merani Development Project JSC Bank of Georgia, (Archil Gachechladze) G&K development, Mohawk Trading Company, Warwickshire Estates Limited, Georgian Representation, LLC., Islamic Republic of Iran. The whole deal is founded on a 11,350,00 refinancing of a TBC Bank Loan, and for construction/refurbishment construction, financing - USD 10,000,000
Tip of Iceberg, Georgian Reconstruction and Development Company (GRDC)
TBC/EBRD/WORLD BANK - GRDC Affair
As for Georgia the place is already over-stocked with half built
apartments which they can't sell, which makes the whole TBC/EBRD/GRDC affair seem even more suspicious. If you read GRDC's web site (no sign of a cinema there anymore) they appear to be drumming up a lot of investment (more from EBRD, plus others) but they seem to be sitting on their assets rather than us seeing GRDC signboards at construction sites everywhere.
GRDC is a leading real estate and development company, with operations in the Republic of Georgia. GRDC founded in 2003, invests in and develops office, retail, resort and prime residential properties. Since formation, GRDC has delivered net IRR performance of approximately 50%. Employing over 30 direct staff that includes property professionals from the Netherlands, UK, USA, Turkey and Israel, GRDC holds 18 real estate assets recently valued by independent property consultants at over USD 300 million. Adopting this valuation and adding the proceeds from a recent equity fund raising, the net asset value of the company is circa USD 180 million. GRDC was originally backed by a number of wealthy private individuals from Holland, Switzerland, France, UK and Georgia. Though these individuals remain key investors, the equity base has recently been enhanced by a USD105 million injection by EBRD and from leading
international funds and banks. Complementing the above funds, a debt facility of around USD 100 million has been allocated by EBRD and IFC (part of the World Bank Group).
Salient points.
Leading Georgian property developer, THE GEORGIAN RECONSTRUCTION AND DEVELOPMENT COMPANY (GRDC), has closed a US$105 million institutional equity round for new shares in the company ahead of a stock exchange listing planned for 2008.
GRDC has also secured US$42.6 million in construction finance from EBRD in 2007, and latterly an additional US$48 million from IFC, the commercial arm of the World Bank.
About The Georgian Reconstruction and Development Company.
I like the use of the term "completed value", and the figures they dream up. I sometimes wonder if they aren't scamming people to get their investment back. They paid 7 times the asking price (USD 182 million for a 26.6 million plot) for Lisi Lake, where they plan to build a resort. It just sounds like they bought at the top of the market to me. I go up there quite frequently (I was there yesterday) and I just can't think where all of these "affluent types" are going to come from, who will make it pay. Same problem they had with the Cinema - a grand design but there simply aren't enough people with enough disposable income around to make it pay. If they go for a tourist resort then where would they all come from? Russia?? They'd better hope for that door to open again.
The only project they've completed since they were founded was the refurbishment of a small building near Marjanishvili TBC Bank. I don't know how far on they are with refurbishing the train station (if they've started) and the big building they're supposed to be starting on Freedom Square was just at the design concept stage (i.e. some frilly artist's impressions) a few months ago, so I'd be surprised to see any major construction work starting there any time soon. But I could be wrong.
I wonder which stock exchange they're planning listing on? As for Georgia the place is already over-stocked with half built apartments which they can't sell, which makes the whole TBC/EBRD/GRDC affair seem even more suspicious. If you read GRDC's web site (no sign of a cinema there anymore) they appear to be drumming up a lot of investment (more from EBRD, plus others) but they seem to be sitting on their assets rather than us seeing GRDC signboards at construction sites everywhere. Take a look at their 15th January Press Release
More About Georgian Reconstruction and Development Company
GRDC was founded in 2003 by Dutch financier, Bob Meijer, building on a ten year business relationship in Georgia with co-founders Mamuka Khazaradze and Badri Japaridze. The company has amassed a portfolio of 22 prime sites across all property sectors principally in and around the capital, Tbilisi. The portfolio totals a potential of over 2 million square metres with a completed value of circa US$3billion. GRDC completed its pilot project, the fully let Green Building(www.greenbuilding.ge), in 2007 and, amongst its other projects, irefurbishing the Tbilisi Central Railway Station to include a shopping centre. Work on its landmark scheme, an office and residential complex at 7 Freedom Square, commences in early 2008.

This is the company set up at the top of the property market with the soccer star Kakha Kaladze as its puppet fugurehead. You may remember seeing huge - building high - billboards of the guy several years ago. I'm sure I remember reading somewhere that they had problems at launch, because they were targeting an already crumbling market - I think they originally wanted to just open another bank and lend money out to people, and that was before the world financial crisis. Looks like they got their fingers into other pies. Maybe Italian mafia money on there somewhere? Khaladze plays for AC Milan - one of the world's top clubs - the Italian Manchester United.
Don't know about New Energy and other scmas, - maybe the same, but sounds like one of these "buzz" names like "New Construction Company" and "New Mechanical Company" - both of which were GRDC a.k.a. TBC bank.
In unrelated news (but who knows?)
Bad smell is a company in Poti called Mantek.
"Mantek Ltd providing maintenance and technology services established its offices in Poti, Georgia The company announced an opening for the position of Mechanical Engineer."

I did a quick dig around and found their procurement guy on linkedin
http://www.linkedin.com/pub/gvantsa-chikovani/13/753/939
Seems he's ex-KBR and ex-RAKIA - I wouldn't mind betting there's another couple of former RAKIA people lurking in this company somewhere, as well as logistics people that were working with KBR.
Looks to me like they've been set up to do all of the mechanical, plumbing (& possibly electrical) works on the Free Industrial Zone. Don't know much about them - looks like they were set up earlier this year - interesting how these companies can spring up - zero track record of doing work of this kind and get huge contracts to do this kind of work. The words "no bid" spring to mind when talking of KBR - and RAKIA?
Anything which starts with RAK is probably worthy of a nose around. Meanwhile, our governments are just obsessed as ever with a military occupation of the globe, as much as our bankers are with their heads up their asses screwing up the world economic orders. This region here, Caucasus and Central Asia, are in the same shit that all of South America was in the 1970s, when our CIA, NED and the Westminister Foundation like agencies continue to planted their evil seeds every where they could, and hence all the "desaperacidos" [the disappeared ones], in addition to those who disappeared on May 26, 2011.
Today, down in South America, all those US fake democracy 70s programs failed, except in Colombia, where cocaine works hand-in-hand with the US State Dept and right wing anti rebel government forces [who also deal in cocaine]. Now the Beltway/Pentagon strategy is here, ..... so I guess we can look forward to 30 years of misery here now too.
There was another download last night on arms trafficking, and now trying to focus the attention to the activities of KBR and logistic support services. Seems that different banks are being used to bail out other banks, and that is real shell game, especially the nexus between Bank of Georgia and TBC.

Body Count from Violent Crackdown on Protestors on May 26, Tbilisi Georgia,
Paul Rimple and NED repeated attacks; Leave it to Beaver!!!
Dear Paul Rimple:
Body Count from May 26m 2011 in Tbilisi, any comments?
Georgian holds Military Parade on Crime Scene
RE : The title should really read Pro-Democracy Activists murdered in Tbilisi Georgia
1) "They are sure that you are author because this article is neither accurate nor journalism as usual ...:-))))) Really they are "loving you" very much....:-))"
2) "I think most people know where he stands. What's funny is how Tim Blauvelt and Rimple seem to always give you so much ammo to rail right
into them."
Crackdown on the 26th of May in Tbilisi Georgia?
I would really like to know what motivates you, and what ax you have to grind right now, what are you smoking this week, who are you gunning for? I suggest you stick to your "trashing" kind of fishwrap articles, which is your "forte". I saw that you were able to get most of them pulled off the Internet. I can only suspect that you are one of those 4-hire kind of journalist with a dearth of ethics, and do anything for money.
You would not know the truth if it hit you head-on. I have read the trash that you publish, and some of it comes closer to a hate crime than anything close to
journalism. I hope they pay you well.
How can you be so certain that I am the author, perhaps because the article is both seemingly accurate and "real" journalism, and that is what has you off the edge. Again, you are bashing me for an article that I did not write:
Here is from the last time you went on the attack:
"Hey Jeffery Silverman, why are you afraid to come out in your own name instead of hiding behind all these aliases? Or is Salome Boku a fan of 1950s American television and also a practitioner of disjointed cut and paste messaging like you? Has your Thorazine expired? Or do you suffer from multiple personality disorder in addition to paranoid schizophrenia? Dude, you need help. People are wondering why you are so in love with me. Personally, I'm flattered you devote so much attention to my writing when there is so much filthy corruption for you to uncover in the Caucasus.
Good thing blogs like this are around otherwise people like you would have nowhere to "publish" their gibberish.
Now, back to my NED funded boozing."
Do you have any academic qualifications in anything for passing such judgments? I bet you don’t have anything more than a high school degree? Perhaps you would loan me some of your thorazine. How many times have I offered you the opportunity to discuss your issues? I might even be able to offer some positive suggestions. Man, you really need to get a life, grow up ... you are not making a very good name for yourself trying to discredit others in such a self-destructive manner. However, it is most entertaining for the megobrebs community here is Tbilisi, the US Embassy too, and will be for the police related to what happened to me back in February.
You should certainly be able to see things more clearly when the shoe is on the other foot, as well the UN Secretary General over the infamous Khurcha Incident. Now that was not the first time that you had to eat crow, as I thought you are going to be able to come back for seconds.
Do you want to see what it means to go on the offensive? Anytime you feel frogy, just jump.
You lie out your teeth so much that you are even caught up in [them there] "big lies. By the way, what did the UN Secretary General report come out and say about Khurcha Incident back in 2007, and I guess too that was "neither accurate, nor journalism."
This time you might even have some real blood on your hands and it is fortunate that nobody was killed during the staged Khurcha Incident. Are you keeping up with the running body count from the crackdown on protesters back on the morning of May 26th, I bet you were not even there, like you were not in Khurcha either,
As I wrote before, and for the record:
Leave it to Beaver!!
Rumor mongering over body counts, bet someone is eating crow now that several bodies floated to the top - and for you Paul, of all folks to be passing judgment, and in cohorts with Tim Baluvelt, American Councils - "which is neither accurate, nor journalism."
I did not write the article in question! Check it again and kindly make a retraction on Megobrebs. Sorry to disappoint you that I cannot take credit for this article. However, being attacked by you is a compliant, considering your sordid record of 4-hire article with clear agenda.
Now that we are involved in mongering over body counts and other things, let's trade a bit of gossip, BTW, I have a suggestion of a job for you or Tim Blauvelt, why don't you or him apply for the teaching position open at American Academy since Antony Schierman left, or even the director's position is now open. I wonder who caught him going local with imported corruption.
And ... assuming that you really have a fine education, I suspect you would be in line for that role model position. Anyway, did you ever finish your junior high journalism classes? I guess a posh career move for you from Barrio to the Ivory Tower with American Academy would be a nice feather in your cap.
I understand your old drinking buddy, Anthony Schierman, is no longer employed as sole native English teacher at the American high here. Do you think Tim Bauvelt would be suitable for the now open director's position with his Embassy good ole boy connections? Ivory League only need apply?
Also, your illustrious military background [as Georgia Today army insert DEFENSE
TODAY frontline reporter] might be used in lieu of appropriate educational honors, I would be more than willing to provide you a character reference, as I am sure half of Megrelia is too.
I would really like to know why Anthony Schierman was canned, poor guy, already with several kids to feed. I guess he is back to TESL chat rooms looking for jobs to pick up on his CV where he left off from Central Asia, Kyrgyzstan, etc. I guess the same reason why he was axed when working at Georgia Today, or is this a new career transition? I really like how your career took off after the Khurcha article that you wrote, fine piece of yellow journalism - and Christian Science Monitor now can steal you away from your astute analytical pronouncements in AmCham magazine. I thought I saw Schierman on TV helping out the freedom fighters in East Libya, handing out free mobile phones. Is that where he went? They could also use your chopper over there to flutter NED manifestos in the wind. Maybe only you can stop Kaddafy.
Once again, thanks for the entire free PR, and once again taking the bait, hook, line and Ambassador John Bass, KBR and getting the message out.
We all know here in Georgia now who has blood on their hands and those who are also guilty by association by participation in the Embassy ordered spin.
Next time, please have the b.... to copy me directly when you OPENLY and so proudly attack me. You should take a crash course in fact-checking!!!
Are you and Tim going to post this one on Megrobrebs or one of your 4-hire blog sites?
Best regards,
Jeffrey Silverman

I am hearing an earful about 50 protesters who are missing. The interior ministry released the names of those in prison and the opposition says 50 people who were at the protest are still unaccounted for. I have a couple of friends who I have been unable to reach since that night.
Moreover, there are reports that bodies have begun showing up, 5 so far. Supposedly all protesters, who have been handcuffed, and electrocuted or beaten to death...,?
In terms of the two policemen killed, they say there is a video, shot from another perspective from the one we've all seen where you can see the policeman actually jump on the hood of Nino's car. They are also saying the other policemen who were killed was retired, a protester himself, and beaten in the head by active police. The Interior ministry claims they were both run over by Nino's convoy.
However I am finding nothing about this in the English language press, other than the State Department 'clarifying' its message on the protests and walking back its support of the crackdown.
I am wondering if anyone has any information on any of this.
It is very hard for me to believe Misha could be so stupid as to start killing people. I'll be at today's "NGO" protest at 3 to see what I can find out.

The Georgian Foreign Ministry recommended its citizens on June 10 “to refrain from traveling to the Russian Federation” because of safety concerns.
Travel of Georgian citizens in Russia “is not safe,” the Georgian Foreign Ministry said.
The statement was made in connection to death of a 48-year old Georgian citizen, Gela Bliadze, who, the ministry said, “was beaten to death because of his ethnicity” in Moscow on June 5.

Well, just who is to blame for that? Surely not Saakashvili, and his eccentric zany ideas about foreign policy - drumming up racial and political tension between the Russians and the Georgians. The guy is seriously "asking for it", if you ask me.

I don't know this woman, mentioned in this article but she [for the sake of brevity] she is helping to find people after the events of the 26th of May 2011. There were 49 people on her list of missing persons, complilied by those who had relatives; she has been searching for them. Some of them were taken from one prison to prison throughout Georgia, like beans in a shell game. Most of them were hidden by the police, keeping them from their families because they had been severely beaten and the police knew that the NGOs and international community would raise a racket.
All we ever hear from him is reform this, Russia that, Russia this, reform that - he's like a broken gramophone record. We hear he wants to Georgia to become a "new Switzerland" in the Caucasus - well, how can it EVER be when their leader is so antagonistic towards his neighbors, when they can't even provide basic needs for the elderly, and the sick and disabled, when his country is so mistrusted (ask Israel) in the international community, and when he feels the need to defend all of this "progress" with water cannons, armored cars, tear gas, and rubber bullets.
The usual people are saying the usual things - that the authorities should conduct a proper investigation and take appropriate action, etc. Bullshit - no different to asking Israel to investigate itself and finding itself completely exonerated of any wrong doing. Prisons, we know, are in a deplorable state and I heard some crazy figure that the conviction rate is, what, 99% ??? That's truly shocking - though not half as shocking as some of the things I've read recently about the insanitary conditions, beatings, torture, food deprivation, and other harrowing tales of failures to protect even BASIC human rights, never mind all of the articles which they are obliged to adhere to in the European Court of Human Rights.
It's very sad that some people lost their lives over this. If Sakaashvilli doesn't accept responsibility, if he feels without a shadow of doubt in his own heart that all of this is the fault of those who brought those people to stand there, and who drove away knocking those people down, then he should arrest those people - not the poor people we saw face down on the sidewalk in the pouring rain with their hands tied behind their backs, not the people we saw having spasms in the backs of ambulances, but the leaders of the rally must be held accountable, for they are surely traitors in the eyes of the authorities - and should be tried as such criminals that they are."

One would presume that the Humvees will be going with them... somehow? That's a lot of military hardware they've just armed Georgia with.
