Most Georgians I have known in the last 15 years insist there are only 3.5 million Georgians now in Georgia. They are now living in a self-imposed diaspora becuase of lack of opportunities at home. So who are counted as Georgians now. Armenians, Azeris and Turks that vacation here or do business, those belonging to international organisations, or those spending good times on the seaside, whooping it up in Turkish whorehouses. Even those that came back after the 2003 Rose Revolution, out of hope of better times with a reform minded president left. as they soon realized that nothing had really changed.

Georgia’s population increased by 0.7% in a year period and stands at 4,469,200 as of January 2011, not counting residents of breakaway Abkhazia and South Ossetia, according to figures released by the state statistics agency, Geostat, on June 30.

Why not? We demand that these Georgian territories be included in the official population figures.

You mean it is not true what is hyped by Georgian PR firms during CNN commercial breaks now [EYE ON GEORGIA WEEK, 8:30pm to 9pm], that Batumi is the place of choice for Europeans high slumming it for the summer, like in Nice and Montpellier or Ibiza or Samnos, the Greek island?  What could be more naturalistic and enticing than a Batumi disco and its world class band, with its loose and cheerful girls, Georgians and other former CIS working girls deported back from Turkey and the Middle East? Just be safe, and HIV is soon predicted to be on the level of Russian and the Ukraine.

We all know the UN system is replete with ‘mafia’ from various nationalities. However within the small office that provides for the security of UNDP the South African Mafia has become so well entrenched that even if you lack the basic qualifications you can land yourself a nice L-4 post and make yourself a home, especially if you know the right people and of course come from the right country.

Let us talk specifics that can be easily verified. Certainly this must have been allowed to exist with the full knowledge of senior management, and where are these people today?

Mr. Leon Terblanche The former, recently dethroned P-5 Chief of the UNDP Security Unit was a South African with dual nationality in Canada. Mr. T managed to institutionalize himself as the Security Chief for several years even though he lacked any real security background. Mr. T. was a former South African military officer working in the engineers with military explosives and de-mining. He worked on several de-mining projects prior to getting the security post with the support of his friend ms. Janie McClusker of UNFPA.

Mr. T. was replaced only this past year after failing to compete for his own post, failing also in his diligent effort to re-align the post to a D1.  His one success as Chief was to successful dis-enfranchise the Security Unit from all of the other business units where he was seen by many as the ultimate dis-enabler for UNDP by how he managed the security office. Only when truly qualified candidates were allowed to apply, and following years of his poor management was he finally removed only to be exiled as the UN Security Officer for all of the UN in Belgrade, Yugoslavia.

Jan A.B. (JAB) Swart A former colleague and engineer of Mr. Terblanche, Mr. Swart managed to have his friend create and hire him into the UNDP Security Unit. Again Mr. S. possessed no security background but was given a comfortable P-4 post. One hand washes the other, as Mr. S. had previously given Mr. T. a post when working as a project manager with UNOPS, and so Mr. Swart assumed his P4 post. In Mr. T’s effort to re-align his post as a D1, he moved his friend Mr. S into an unofficial post as Deputy Security Chief and proposed that while he was made a D1 that Mr. S be made a P-5 in the process.

Mr. T. went so far as to have Mr. S. draft his own new Terms of Reference  (TOR) as Deputy Chief. But with the failure of Mr. T. to realize his dream of D1, Mr. S. re-thought and did not press for his post to be re-aligned. Once the realization of his failures became evident Mr. T. formally wrote in his friend JAB as his Deputy Security Chief although the post is entirely fictitious and appointed him in his stead as he prepared for his demoted repositioning to Belgrade.

Ah, it is indeed good to be King.

As Deputy Security Chief Mr. S. manages, if what he does can truly be called management, the important MOSS support funds for UNDP. Where have all the millions of dollars gone (over $11,000,000 so far) when our friends in Algeria worked from a non-compliant office and paid the ultimate price. Did Mr. S. do anything to ensure that adequate measures were in place? Did he authorize the finances to make the necessary changes? What about the other offices around the world? It is a lot of money Mr. S. how did you spend it? Did your good friend in Moldovia get his piece whilst Algeria sat at risk?

Carla Naude. Ms. Naude, is perhaps the best qualified of the South African Mafia although her portfolio is focused that of premises security. Ms. Mafiosa sits in a nice P4 post having no previous UN experience no field security experience and now finds herself responsible for covering Mr. S. as he tries to dodge the bullets for Algeria and the $11,000,000 of funds spent so far to ensure security compliance for our offices worldwide. The question becomes “Will she do it?” and what does she “owe” Mr. S. or his predecessor?

Mr. Scotty Saunders. Another friend of Mr. T. and Mr. S. This South African is the arrogant and undermining “Senior” Field Security Advisor for Iraq and as usual for the South African Mafia does not possess the required education or background to achieve such an important and well positioned post. He also serves as a nice L4. Maybe his on-line effort to gain the education he lacks will qualify him for a comfortable P5 or D1 in the future.

Mr. Johannes Vandermervwe. Mr. V not surprisingly comes from UNOPS where he worked on de-mining programmes. Having no security background apart from his years in the South African military as an engineer (certainly no pattern) it is understandable that he was the perfect selection for the coveted UNDP Regional Security Officer posted in Bangkok.

Mr. Vandermerve, with his wife having to depart her high-level job at UNOPS, where Mr.'s T., S. and V. worked on de-mining programmes together allowed Mr.'s S. and T. to repay Mr. and Ms. Vandermerve by not only selecting Mr. V for the Bangkok post but moreover lobbying for a raise from the normal basic pay for a new L4 and made sure that Mr. V was provided with a full 200 series contact with all of the benefits. This would not seem unusual until you realize that serving security staff in similar positions in the Arab States and African regions were not also provided the same level of contract and had to fight hard almost to the point of contract expiration to gain parity with Mr. V. It was certainly no problem for Mr.'s Terblanche and Swart to get their good friend and co-mafioso in with a nice raise and benefits above the non-South African's in the same positions.

Mr. Johann Poltgieter. Mr. P., another friend of Mr. Swart has managed to get posted as the Field Security Officer, L3 to UNDP in Israel the West Bank and Gaza, hired through the P.A.P.P. office. Of course it was nice that for this particular recruitment that the UNDP Security Office was not managing the recruitment like before and only guided the selection process since Mr. P. apparently was unsuccessful in several attempts to secure similar posts in UNDP elsewhere due to his lack of experience and failure in the interviews process. Possibly with guidance on how to answer the questions and how to address the questioning of the interview panel from Mr. Swart, and perhaps with even a little added influence as Mr. Swart repositioned the former Advisor for P.A.P.P. to Somalia, from L-3 to L-4, the new post for Mr. Poltgieter was realized.

So it is clear. Of six South Africans in the UNDP Security Office none have had the required security background training or experience that is normally required for these posts. The one at the top of the pile has been removed only to another security post outside of UNDP. The second in the line of succession remains in a fictitious unofficial post placing many of us at risk on a daily basis hoping for his coveted P-5 to materialize. The rest of the South African mafia remains in their posts quietly hoping for Mr. Swart to get promoted and continue the patronage process.

Mr. Swart as the Deputy Chief is responsible for all 'Field Support' which includes supporting the Regional Security Officers and security support to our country offices. Mr. S. even as a fictitious Deputy Chief has also apparently been granted rights to receive all of the risk reports from the department of safety and security. It would not take too much research to prove that Mr. Swart must have received the reports that indicated there was a threat against our colleague's offices in Algeria. Did his Regional Security Officer give Mr.Swart any indicators of the risk? With millions of dollars at his fingertips why didn't Mr. Swart use any to help Algeria prepare? Maybe something could have been done. Maybe someone should look at this. But that would mean that UNDP would really be trying to address the failures of Mr. T. and Mr. S. Maybe fewer of our friends in Algeria would have died, or none at all.

Over $11,000,000 has been spent to protect us but still the Algeria tragedy (bombing) occurs. Everyone seems to get a piece of this pie but where was poor Algeria? Who is next? And what about the family members of those who died for nothing?

It is comforting for the rest of us to now that UN reform and management in UNDP recognizes the value of retaining these uniquely qualified and well positioned staff fully aware of the value of properly addressing national balance after all South Africa is from the ‘South’ in terms of North & South balance. And of course we can all feel comfortable knowing that the Human Resources effort to place “the right people in the right places” includes selecting and assigning non-qualified un-trained and in-experienced managers and security officers to positions where they can provide for your security and protection. I am sure our friends in Algeria would have appreciated the effort as much as we do.

Washington: John Bolton, former US ambassador to the United Nations and a possible presidential candidate, called for the US government to pay more attention to Azerbaijan and, especially, its conflict with Armenia, APA’s Washington DC correspondent reports.

“Our policy with regards to Azerbaijan does need to be modified. Obviously, this is complicated by the conflict with Armenia, but besides that, precisely, given Azerbaijan’s access to Caspian Sea oil and natural gas assets, the importance of the Baku-Tbilisi-Ceyhan pipeline route, and its geographical location, I think this is a place where this frozen conflict needs more US attention”, Mr. Bolton told the House Foreign Affairs Committee answering questioning by Congressman Michael McCaul (R-TX).

Mr. Bolton also mentioned that the US should be prepared to provide support and pay significant attention to Azerbaijan because Russia wants to regain its influence in the region. “We know there are a lot of things going on in the world, but this is in the space of the former Soviet Union and the most important significance it has.

"I think we mustn’t forget what the Russian Prime-Minister Vladimir Putin said when he still was president – that the collapse of the Soviet Union was one of the most [important] geopolitical catastrophes in the 20th century. Another thing is that it was a very good ending to the 20th century, which is of course, not Mr. Putin’s opinion, but with all these conflicts and also with Russia’s attack on Georgia in 2008 we see that Russia wants to regain its influence in the region, and therefore we must pay significant attention to Azerbaijan,” Bolton said.

In his speech at the testimony, Mr. Bolton sharply criticized the Obama administration’s handling of the Middle East. Bolton focused on Iran and Syria, laying out steps the United States should take to prevent the two governments from acquiring nuclear weapons. He also had strong words for current US policy toward Israel.

As water swirls – so goes the political intrigue of the Georgian business climate. Take for instance a massive hydro station project that has been on hold for years; it is now being renewed under what some may consider as mysterious and less than transparent circumstances. This article, however, is but the tip of an iceberg of the shadow economy and money laundering operations in Georgia.

The proposed 201 metre Khudoni Hydro Power Plant construction is planned for high mountains of west Georgia (2010 metres above sea level) on the River Enguri. This is the source of water where the Enguri dam already operates. However, something bigger is in the works, and it dates back to the period of the Soviet Union and its centralized planning efforts that make extensive use of the Enguri River’s vast water resources for power generation. The proposed Khudoni project was until recently on hold, almost forgotten by all those involved stakeholders, even those in government and environmentalists, and those who are really suppose to be in the know.

Mikheil Saakashvili, (and after Zurab Zhvania died under mysterious circumstances) and while in government, the former PM was a staunch environmentalist), and the Georgian government in 2005 revised the Soviet project and began seeking outside investors. In 2007, a group of Indian businessmen visited the Khudoni site in the Upper Svaneti region, and gave the Georgian energy ministry a clear commitment to complete the project.  The group represented a company called “Transelectric”, which is owned by British and Indian investors, and registered in the Virgin Islands.

Based on these promises, the Georgian government awarded the investors the rights to build Khudoni with a price tag of 800 million USD. There was no tender, no bidding competition or any such similar arrangement.  One would have thought that they would have done one this for show, for the sake of transparency and accountability, especially in the reform minded government that came into power in the post 2003 Rose Revolution period.

In short, the Georgian public, as well as parliamentarians, are in the dark as to who all are behind the biggest hydropower project currently in their country, and even within the Energy ministry little is known about it. There seems to have been a kind of lull after the rights to build the dam were awarded in 2007. The energy ministry had the impression that the group had abandoned its promises for some time. As of now, construction work may start in 2011 and take four to five years to complete. The dam will be 201 m tall, consisting of 170 m tall concrete arches, and lays about two thousand meters above sea level. The generators will be able to deliver 700 MW output, which is fairly large in an international context, and per year estimated to produce 1.5 billion kWh of energy.

Environmental and social impact: six villages and about a thousand people will be displaced. The Khudoni HPP would intensify the devastation of forests and wildlife habitat, the loss of river species populations and the degradation of upstream catchments areas owing to the flooding of the reservoir area in one of the most amazing highland regions of Georgia. There are serious environmental concerns, both in terms of changed ecosystem (forests) and change in the flow of the river. Environmentalists think it will result in catastrophic consequences to the local habitat.

There is also question as where much of the profits for the export of electricity will go when the company is registered as an offshore company. Others think it is a good thing that Transelectric is able to build it in a careless fashion without competition and proper oversight, as getting it quickly up and running will further increase the country’s capacity for export of electricity and to make up for a lost in foreign direct investment and in light of less than a shiny business environment. 

Analysis and Commentary

The main cause of the systemic growth of the shadow economy in Georgia is the peculiar institutions and features of local market and networks of patronage. The system of tribes and bribes has been allowed to operate as a mechanism for other ends, and Georgia is a transit country in ways than one. The newly private institutions acted, and continue to act, according to the rules of the shadow economy, and more a safe haven for money that is looking for  home and this is done under the cover of various projects and complicated mechanisms. Many governmental institutions along banking operations work hand in hand with corruption, and this involves a wide and complex range of shadow relations. The shadow economy has been transformed into backbone of the socio-economic system of Georgia while the legal economy is only on the periphery, with what little exist of any economic activity in Georgia; the  entire socio-economic system in Georgia is now turned “upside down.”

The latest shady deal is founded on a 11,350,00 refinancing of a TBC Bank Loan, and for construction/refurbishment construction, financing - USD 10,000,000. Lots of dirt to dig up,  making hay while the sun shines, and  lots of dirt to dig up! The starting point is working around and back from a fixed loan to finance Merani Reconstruction, total amount involves refinancing costs and so called constructiona dn refurbishment (1,350,000 plus 10,0000), of existing building on Rustaveli Aveneue 42. The APR at the time of 15.5 percent. There is a dodgy company, which may or may not exist with seals of so called British companies under offshore stamps, starting out with Warwickshire Estates Limited, the English in the documents is typical Georigan English.

Merani Development Project: money laundering in Georgia???

42 Rustaveli, I  just spoke to these people; things are becoming very corrupt in Georgia, especially after the 26th of May. Those in the shadows are planning to bring down, discredit the current government of Georgia, this is part of a much larger plan, hatched up with Russian intelligence.  It is clearly stated, an excape clause in the document from the Banki of Georgia, which is considered a election fund bank, providing support to the relection of the ruling party, dated July 7, 2010 that "this document does not represent an obligation of Bank of Georgia to finance any project."

That matter clearly shows that other sources of money are in the shadows, and that the project budget must be verified by a third party (acceptable to the Bank of Georgia).  Another key clause, at such time as this goes to full-scale investigation, is the history of the project, and that "one of the most important conditions for such financiing is the existence of contract with "Zara" which is satisfactory to the Bank of Georgia. One needs only to look into the network of Mr. Marc Bonner, and his application for a loan for "commercial and residential development, and how the Bank of Georgia is in principle ready to finance up to $ 11.3 mln for Merani development subject to  a number of conditions, among other things, all the necessary permits, and the name of the third party monitoring agent (acceptable to the Bank).

I am hearing an earful about 50 protesters who are missing. The interior ministry released the names of those in prison and the opposition says 50 people who were at the protest are still unaccounted for. I have a couple of friends who I have been unable to reach since that night.

 

Moreover, there are reports that bodies have begun showing up, 5 so far. Supposedly all protesters, who have been handcuffed, and electrocuted or beaten to death...,?

 

In terms of the two policemen killed, they say there is a video, shot from another perspective from the one we've all seen where you can see the policeman actually jump on the hood of Nino's car. They are also saying the other policemen who were killed was retired, a protester himself, and beaten in the head by active police. The Interior ministry claims they were both run over by Nino's convoy.

 

However I am finding nothing about this in the English language press, other than the State Department 'clarifying' its message on the protests and walking back its support of the crackdown.

 

I am wondering if anyone has any information on any of this.

Well, just who is to blame for that? Surely not Saakashvili, and his eccentric zany ideas about foreign policy - drumming up racial and political tension between the Russians and the Georgians. The guy is seriously "asking for it", if you ask me.

I wouldn't be at all surprised to read of his assassination one day, in some foreign sponsored hit on his glass dome in enforcing some UN no-fly dome. However, for now he should fear are those who are closest to him, or apparently so, and they are looking for their own secure futures, and want to distance themselves from the recent wave of murders and disappearances now taking place in Georgia.

They will be in power for as long as the mighty of the world will not take another decision on who is on the front in Georgia, and who will be the fallguy, the scapegoat.  No responsible, “buck stops here” - only the Georgian people are punished as a part of this never-ending “dirty game”. Some serious soul searching and recrmininations are going on too, not only among Georgian Society but within the wideer international community for turning a blind eye repeated patterns of human rights violations, summarily executions, all because Georgia is the favorite child of the United States, and it serves as a key transit country for energy and weapons.

Nobody cares about the man and his life.  The Georgian leadership and security services are too busy proving the guilt of others.... But each of them to blame for what happened at night on May 26. Nothing talking, need do investigate and prosecute those who brought to these events ... does not matter the political party and their rank in society. As many of 8 to 18 people are thought to be dead, based on various media reports. Missing persons are  starting to show up as rotting bodies floating to the top of the water in rivers and found in gardens or on top of small shops in the middle of town. They are being buried quickly as to not be able to show the possible cause of their deaths, we may never be sure, toruture, injuries from beatings, etc.

     I don't know this woman, mentioned in this article but she [for the sake of brevity] she is helping to find people after the events of the 26th of May 2011.  There  were 49 people on her list of missing persons, complilied by those who had relatives; she has been searching for  them. Some of them were taken from one prison to prison throughout  Georgia, like beans in a shell game. Most of them were hidden by the  police, keeping them from their families because they had been  severely  beaten and the police knew that the NGOs and international community  would raise a racket.

Now there  are 17 on her list, but she can't say with precision what happened to  them, maybe some of them have already returned home. She believes or  suspects that some of them must be surely dead.  She was able to get permission to visit the prisons; she saw the terrible  situation there and believes two basic rights have been violated: the  right to one phone call and the right to counsel.... That is why the  family could not find their sons or friends, dads or brothers.... Not only there are missing from Tbilisi but arrested in other parts of the country as well, and held under the most inhuman of circumstances.

"Georgia's a tiny country - why do they need so many "well-trained and equipped Special Forces and riot police"? Is it to protect the people, or the government? Surely, it should never need to come to this - why doesn't Sakaashvilli do more for the people instead of expelling so much carbon dioxide?

All we ever hear from him is reform this, Russia that, Russia this, reform that - he's like a broken gramophone record. We hear he wants to Georgia to become a "new Switzerland" in the Caucasus - well, how can it EVER be when their leader is so antagonistic towards his neighbors, when they can't even provide basic needs for the elderly, and the sick and disabled, when his country is so mistrusted (ask Israel) in the international community, and when he feels the need to defend all of this "progress" with water cannons, armored cars, tear gas, and rubber bullets.

The usual people are saying the usual things - that the authorities should conduct a proper investigation and take appropriate action, etc. Bullshit - no different to asking Israel to investigate itself and finding itself completely exonerated of any wrong doing. Prisons, we know, are in a deplorable state and I heard some crazy figure that the conviction rate is, what, 99% ??? That's truly shocking - though not half as shocking as some of the things I've read recently about the insanitary conditions, beatings, torture, food deprivation, and other harrowing tales of failures to protect even BASIC human rights, never mind all of the articles which they are obliged to adhere to in the European Court of Human Rights.

It's very sad that some people lost their lives over this. If Sakaashvilli doesn't accept responsibility, if he feels without a shadow of doubt in his own heart that all of this is the fault of those who brought those people to stand there, and who drove away knocking those people down, then he should arrest those people - not the poor people we saw face down on the sidewalk in the pouring rain with their hands tied behind their backs, not the people we saw having spasms in the backs of ambulances, but the leaders of the rally must be held accountable, for they are surely traitors in the eyes of the authorities - and should be tried as such criminals that they are."

Canada and Georgia Cannon Fodder for NATO Operations in Afghanistan

Was this intended to be some kind of sick joke?

The U.S Department of Defense has donated 40 Humvee vehicles to a Georgian  battalion getting ready for the Afghan deployment, the Georgian Ministry  of Defense said on June 7. Georgian MoD said that thirty M1151 and ten M1151A1 vehicles have been donated.

One would presume that the Humvees will be going with them... somehow?   That's a lot of military hardware they've just armed Georgia with.

Are they going to drive them to Afghanistan Humvees are basically caskets on wheels, especially in Helmand province where the US gov and Saakashvili are using Georgian troops to fill a widening security gap. The home- made IEDs, which have become weapon of choice
for the Afghan resistance have been more and more powerful and effective in recent months, resulting in record high casualities among NATO led Afghansitan occupation forces.

After nearly 10 years of fighting, the US is now preparing to withdrawl from Afghanistan beginning this July all the while the Georgian gov has pledge to boost its commitment to the become the highest per capita contributor. More Georgian troops in Afghanistan may prove to be a key component of the US' exit strategy and help the former Soviet country bleed its way into NATO, a least in so far as the alliance remains in tack.

In short, soldiers from Canada and Georgia, cannon fodder for NATO, Onward Christian Soldier - as these two countries have the most to lose per capita.
